Here's my first pattern, all written up. Soon to be test-knit, hopefully. By the way...if you'd like to test knit this, please contact me at the email listed under the Contact Me tab above.

Begin by making a loose slip knot or loop around your thumb. Using the US D/3.25mm crochet hook, work 8 single crochet (sc) around the loop. Tighten the loop. Pick up and knit 2 stitches onto each of four needles.
Round 1: Knit.
Round 2:*Kfb; repeat from *. 16 stitches total.
Rounds 3-5: Knit.
Round 6: *Kfb; repeat from *. 32 stitches total.
Round 7-12: Knit.
Round 13: *Kfb; repeat from *. 64 stitches total.
Round 14-21: Knit.
Round 22: *K14, k2tog; repeat from *. 60 stitches total.
Place Marker at the beginning of Round 23 and work Scroll Pattern Stitch (Rounds 1-18) 3 times, or until the bag reaches desired length (keeping in mind there's still 15 rows of ruffle).
Eyelet Round: *Yo, k2tog, k3; repeat from *.
Knit for 15 rounds in stockinette stitch after eyelet round.
Bind-Off loosely. (I used Jeny's Surprisingly Stretchy Bind-Off, but this is not required.)
Making the Drawstring:
You have a couple of options here.
[A] Using US 3/3.25mm double pointed knitting needles, make a length of 3 stitch I-cord measuring 24 inches long.
[B] Using US H8/5mm crochet hook, crochet a chain 24 inches long. Turn the chain and slip stitch back across it.
I used the second method to make the string for the pictured sample. For clarification, I made a chain that reached 24 inches when stretched moderately, not just laying flat. I imagine you could also use a 4-peg french knitter as well to make the string as well.
Weave in all ends.
Thread drawstring through the eyelets in the eyelet round.
I would like to give credit and thanks to Leanne Walker who designed the pattern "Wine Gift Bag" included in the book 'One-Skein Wonders: 101 Yarn Shop Favorites'. I used her pattern as a guide to the construction of this item, but adapted it to include the Scroll Stitch Pattern and fit a fingering weight yarn.

Oh, and by the way, I ask that you not infringe my copyright only. Don't re-publish this pattern claiming it as your own, or without giving credit where it's due (use your citation skills, kids). If you want to make and sell these wine cozies- HAVE A BALL! Since that's not a part of copyright infringement and trying to BAN people from selling or doing whatever they darn well please their Finished Objects through the power of the internets is silly. I would ask that you would be nice enough to credit me as the designer of the pattern if you do go ahead and sell any of these. Enjoy!
